This tierlist revolve around IS6 in general of 6* operators that are either highly impactful to straight up garbage. Depends on the operators situation, some ops are require relics to be good/menace, so this tier list will be around 6* operators that have their max potential uses in IS6 if you able to achieve certain relics (except golden chalice, almost all ops would benefit for them).
This is my opinion only for the operators I used what I experience using the operators i owned and borrowed at the start/free 6* recruit with d17 so far, im afraid I will miss other operators. Currently not the best tierlist and will provide further explanation.
