New Player Priritization: Elite 1 Level 40

This list is to provide new players with some guidance on which operators to prioritize building first to have smooth progression through the main story and events. This tier list assumes that you already have the operators in question or that they are accessible via record restoration.

Operators on the current headhunting banners are included, but this tier list does not recommend which operators to pull for or to not pull for; this is only a recommendation on how to prioritize the operators you already have.

A note on 5-stars: You will frequently hear that 5-stars are too expensive to build, and that is true; however, this tier list is still an honest recommendation about how you prioritize operators to Elite 1 Level 40. Promoting a 5-star operator to Elite 1 is about as expensive as promoting a 4-star; however, when promoting them to Elite 2, they cost almost as much as a 6-star, meaning that promoting a 5-star to Elite 2 is frequently a poor investment. They are still worth building to Elite 1 Level 40 while you're progressing, but exercise your best judgment when promoting them to Elite 2.
