This is a 4★ tier list revolving around how much of their investment they'll actually pay back. This mainly concerns versatility, flexibility, and whether they're actually worth investing into over higher rarities.
This list will also consider how much investment a 4★ requires for them to perform their role (i.e. Ethan wants masteries and modules for Bind purposes but can be left at Elite 0 Level 1 for hit-count damage, Shaw can be left at Elite 1 Level 1 for shifting).
