Haruka, born Haruka Shino, is a well-known entertainer in the Southern Court of Higashi, performing under the stage name Momoka Hanyuu. She was recommended to Rhodes Island by Operator Hoshiguma and acts as liaison between Rhodes Island and Higashi. She is being assigned to a number of field missions at her own request.

Clinical Analysis

Many operators have a hard time deciding on a code name, but Haruka's experience was particularly unusual. She originally came at the recommendation of Hoshiguma under the name Momoka, and asked to be called by that name at first. However, after reading Rhodes Island's contract and listening to the explanations of HR, Medical and Utage, who was just passing by and suddenly felt like checking on the newbies (and Kirara, whom Utage had dragged along), she bacame not so sure about using her stage name. Eventually, she settled on Haruka, the name she was given at birth. Nevertheless, she instinctively signed her contract with her well-designed 'Momoka Hanyuu' signature before being reminded by a Higashinese-speaking HR operator, at which point she gave a bashful smile and wrote down the name 'Haruka', slowly and carefully.
She told us that, if Rhodes Island was indeed the kind of place she perceived it to be, she wanted to try living here as Haruka Shino, and not as Momoka Hanyuu.
Still, she has no intention of cutting herself off from her Momoka persona. She gladly gives autographs to anyone who recognizes her, hums her own songs, instinctively gets into character when comforting children receiving treatment, and is still easily scared by stories of the paranormal, just like the Momoka Hanyuu known throughout Higashi.

Haruka demonstrated an affinity for water-related Arts during her onboarding test. She carries bubble water with her and enjoys blowing bubbles, especially when she is in a particularly good mood, or a particularly bad mood. The bubble water itself is entirely ordinary, but the bubbles she makes are remarkably colorful and long-lasting, and her Arts are also only maximally effective when expressed in the form of bubbles. Her talents in this regard are not exceptional, but impressively flexible and able to play a unique role in combat. She has given some of her Arts the names of her past songs and albums.
Under extreme emotional conditions, she occasionally demonstrates remarkable performance in melee, but this is entirely unpredictable. She has been seen using the Higashinese Form of Kasumi, Leithanian zweihander swordplay, and even Yanese sword-dance, but all without any subtlety. Once, as she cleaves through a poor dummy target with a picture of some ninja stuck to it with a wooden sword, all the instructors have the same question...

How did she learn that hodgepodge of styles?

After the emotions pass, however, she can no longer recreate the same forms, or swing with the same speed and sureness. In her own words, she has always been prone to forgetting things when anxious, and she remembers little about the moves she learned as an actress. She had only performed the techniques subconsciously because of the memories that photo brought back.
The examiners lament that any talent Haruka may have had was buried so deeply by life that there was no way to excavate it, even in mortal danger. She only shows a sliver of it in fits of rage.
With her role defined as a supporter using Arts, Haruka enthusiastically went through Originium Arts training without complaining even once, leaving a deep impression on everyone. Her mic has been installed with an Arts unit for easier use. For her, however, the best part is that she no longer has to rely on bubble water to make colorful bubbles.

When she first joined Rhodes Island, Haruka frequently visited pet-owning operators. They all fascinated her, from common pets like fowlbeasts and cloudbeasts to more unusual ones like metal crabs and sandbeasts, even the plants in the Convalescent Garden. She could spend a whole afternoon staring at them, but would always recoil and shake her head when invited to pet the fluffy (and less fluffy) little ones, or at the suggestion that she try raising one herself.
Perfumer managed to coax the reason out of her with a cup of floral tea, a few cookies, and some aroma oil. Even though she was no longer under the oppressive management of her former agency, she dared not be responsible for any living thing, not after her last pet died—an electronic one. Not to mention the difficulty of raising a pet while traveling back and forth between Higashi and Rhodes Island.
After listening to Haruka's concerns, Perfumer picked a plant from the garden that was the same species as Hasuke, made her take it, and spent an afternoon teaching her how to take care of it properly, all while Haruka kept careful notes even as she voiced her reluctance. She eventually agreed to take the plant back to Higashi with her.
The Convalescent Garden started receiving regular updates from Haruka about the plant, complete with photos. It took a little while for it to adjust to Higashi, but it survived, and is now thriving.
Today, Haruka still spends a lot of time with other operators' pets, but she no longer keeps her distance. She makes bubbles out of thin air, and Beanstalk takes photos from the side while her metal crabs try to poke them with their pincers...

Much like the plants she used to keep, Momoka Hanyuu's career struggled in the period after she left the Kinseki Talent Agency.
The public that had expected her to bring back even bigger news was disappointed. Her comeback concert went without a hitch, but there was no kaidan, no dark secrets exposed, not even the sudden appearance of a tall Oni woman. She had been honing her singing and performance skills, and remained as sweet and cute as ever, but she had shed the image of being associated with kaidan.
Her confession on that summer night is widely known, but her antis saw it as abandoning the sinking ship that was the Kinsekikai, while many of those who claimed to be her fans simply treated her as a toy that squeaked whenever she was squeezed by a kaidan. Add her true fans to the fray, and a war of words quickly broke out on the intercity net.
Momoka was inevitably asked about kaidan whenever she appeared on a show or did an interview. Though as timid as ever, she now believes that there is an explanation behind every kaidan, be it the presence of a kami, sheer coincidence, or the intentional work of man. For example, although she was trembling when she accepted an offer by a TV station to investigate the truth behind 'Sawara the Silentious' in Shin-Aki City, she spent a week with the crew in the Saeki district, wandering on the midnight streets. Luckily, nothing out of the ordinary happened, other than running into a thirsty young man who drank all the water they were carrying. This led to another controversy on the intercity net, this time expanding to include Mifune and the Kinseki Group, only for the topic to suddenly go silent when the ownership of Kinseki Group was touched upon. Even Momoka went off the grid for an entire month before she reappeared in public.
Even harder for some people to accept was how she began to draw attention to usually-ignored issues and people, such as the strange illness that plagued her homeland, gamblers who'd lost everything but gambling itself, teenagers who fell into the dark side of society after dropping out of school, victims of land sale scams, etc. She is powerless to change anything at the root of these issues, a fact that she herself knows full well. As such, she never judges. All she hopes is that Higashi, amidst its roaring progress, can spare the time to listen to these voices, even if most consider those distant cries to be irrelevant at best, or annoying at worst.
Momoka Hanyuu's career got back on track as Mitsukue got used to her changes. For Haruka Shino though, the happiest moment was when she received a package after the program where she talked about the strange illness aired. In it was one of her new albums released after going independent, and a photo album her relatives had put together, including photos of her childhood and her parents... and a letter, which she read with tears in her eyes.
'We thought you had changed. But when we saw you on TV, we realized that you've always been the same Haruka. Always timid, always scared, always crying, but always brave when it comes to things that really mattered.'

It's the economy, you fool, e-co-no-my. Everything is in the name of the economy. That's what modern Higashi is all about, no exceptions. Nothing's a problem as long as the numbers keep going up. Don't believe me? Then name an exception, I dare you.
The yakuza? Where do you even find real yakuza these days? All they do is stroll through their factories watching workers put conductive paint on components.
Kaidan? Kami? You've got to be kidding me. How much time do you think has passed since the Kinsekikai Incident? Who's stepped forward to speak the truth, other than that dumb idol? The public loves kaidan. It makes them feel something, which means it makes money.
The Eight Clans? What do you think they are, some invincible monsters bound by intricate blood ties? Maybe Mitsumoto and Kougon, but other than those two... Hmph. Let me give you an example. So many kugyou, even the Sumeragimi himself, wrote songs and poems to praise the impressive appearance of the head of Kurogo, all about his impressive frame and plumes. But look at the current head. A short, balding old man with flat ear feathers, whose only talent is that every coin that leaves his hand comes back five-fold. Who cares if he was a retainer, an adopted son-in-law, or just a merchant who assumed the name? As long as the money keeps coming in, the clan will find a way to put him where he works best.
Pollution? Compensation? Are you a child? Have you never thought about how much room there is to manipulate the compensation amount? Who are the true victims, and who are just greedy opportunists trying to profit off a tragedy by pretending to be sick? Give public opinion a little nudge, and they'll instantly decide who are the latter, and paint them in an even worse light than those who actually caused the pollution in the first place. All that matters is that the chemical factories must never stop running! The Originium appliances we're so proud of need their casings, after all. Besides, how are those people supposed to make a living? Move away, change their names? Maybe to nearby Isazaki, maybe to Mitsukue, changing their name from Tsukushino to Shino to hide their Gokawa origins... Like I said, they don't need us worrying about them. It's when the factories stop running that they starve.

When Haruka overheard this conversation, she angrily charged into the room, but could not find the words to rebut him.

'I know that what he said was... The more I saw, the more I learned. I'm in no position to go against that man, or even the man he was yelling at. But...
'I promised my fans I'd dedicate the bubbles of my next performance to the saddest person that day, so that they could carry that person into the air to see the bustling cities, the distant sky, the barren land... I have to go back, even if only for that promise.'
That afternoon, Haruka set off for Higashi. The above is what she told us when an operator asked her to stay.
